What would be a good (by that, I mean a crappy team or one in salary cap hell) to start from scratch and build up?

In 05, I used the Cards and moved them to Montréal and called them the Northern Ice Cats...

I haven't even started the game up yet but I'd imagine the 49ers would be a good choice, unless they have really good cap room

Well the Browns are horrible so take them. Even though their opffense isnt too bad their defense is horrible.

Yeah; I like to draft or develop my own QB; I boosted up Josh McCown with the Cards, let him walk as RFA, pocketed the 1st round pick and build a dominant defense, and signed veterans like Couch to 1 year no bonus deals until I found a QB I liked in draft.

Boosting Alex Smith might prove too easy, but the Browns though...

The browns have a decent running game with Lee Suggs Rueben Drougns and William Green. Also they have a good Wr corps with B-easy (Braylon Edwards), Andre _____ (what's his name?), Dennis Northcutt, and Antonio Bryant. But Dilfer sucks and Frye isn't too good. Also, their defense is super injury prone and slow (especially Dline).
