Is there any rhyme or reason to this besides just allocating percentage points? Can you remove someone and target someone else, or are you stuck with your original group? Can you specify which games you want them to attend, or is it all random? Sorry if these are dumb questions, but I just started my dynasty last night. I'm still trying to find the right sliders and working on other tweaks. I wish there was a fumbling slider.

You cannot change your targeted prospects once you have played the first week. The only thing you can do is decide not to go after a particular guy and focus on the others. You can schedule official visits to home games only after the prospect has decided on his top 3 schools. Pay attention to the pitch feedbacks and make sure you use the pitch that receives a positive feedback and pitch it before you play the game that the prospect is scheduled to visit.

One thing I have figured out is that it is easy to cheese the inseason recruiting. You can take a 1star Army team and sign a couple 5 star recruits from California if you just put 50% on both of them and leave 0 for everyone else. The way to get around using cheese is to allocate a minimum% to each player to keep it real. For example the CPU does not put anything less than 8% on any player when there are 11 or 12 players left on his board. It goes up to 9% if there are 9 or 10 players left that he is recruiting.

You are stuck with the original 12 for in-season recruiting. When the recruit narrows his choices to his top 3 then you can invite him to your campus (home game or bye). Make sure you invite them ASAP because they might commit to another school before your scheduled visit. Also, you can choose a pitch to give the recruit when he is visiting your campus.
All the in-season prospects have good potential regardless of what the scouts say after his unofficial visit. The available off-season recruits are totally different so don't go looking for that 5* QB that didn't sign during the season.
On a sidenote: There is a glitch with the week 1 recruiting points you use to convince players to remain on your team before off-season recruiting. In NCAA 06 the points don't get subtracted from your week 1 total like they did in 04 and 05 so feel free to use all of them to convince players from leaving early.

What's the largest number of players you guys have gotten in an in-season recruiting class?
For me, it's five. . . . AND ALWAYS FIVE.
I've had as many as 10 listing me either as No. 1 or in the top 3 by 2/3 of the season and, somehow, I always end up with five. Even if they had me No. 1, I still lose all but five.

Thanks for clarifying, guys. I didn't even notice the "pitch" part, so all my guys are probably getting the same pitch right now. lol I'll have to switch that up.
Also, I noticed there wasn't a single scrambling QB on the QB list. They were all balanced or pocket passers. Is that pretty common or did I just get unlucky?

well, the number of pro style qb's still outnumber the scramblers but if u haven't noticed already, there aren't that many qb's, even the passers, that run above a 4.9 anymore which is good cause not many today are that slow
In your case, probably just bad luck. You'll probably see a couple in the off-season

Year 4 of my dynasty I have 8 commitments with the players showing they are committed (the screen has Hawai'i on it so I assume these guys are harder than a soft verbal)
Not that the class was anything to write home about.. a bunch of Canadian kids (DBS and HBS that I plan to convert to slot receivers), a good DE and a good fb.
