Sportsmanship/Rep on Xbox Live

What passes for sportsmanship/bad play on Xbox? What does somebody have to do before you report them for bad play?

I bet I have reported about a third to a half of the guys I have played for either poor sportsmanship or quitting. What actually happens when you ding somebody's rep?

I thought this Rep/Single Name system was supposed to be a big incentive for people to not play like idiots. Is it just not effective?

i have some good battles so far online maybe because i was in the beginner lobby

I have to agree the beginner lobby seems to be the only place to get a game with actual sim ballers. All the other lobbies get me involved in games where they quit as soon as I get the lead then I get stuck playing 3 quarters against the computer if I want the win on my record.
