is dyanasty difficulty determined by what your difficulty settings are?
ex: JV = easy dynasty Heisman = hard dynasty

Do you mean the other aspects of a dynasty, other than actually playing the games, like recruiting difficulty, dicipline issue frequency etc.;or do you mean how difficult the comp is when you actually play the games?

I think it is. Esp. for stuff you sim and don't control, like if you're simming a dynasty and need to get a few wins to avoid getting canned, I think it helps to turn the diff. down.

I've noticed that I see alot more player infractions on Heismen then I do on JV. I was using the same team so it wasn't like one had better disipline then the other. I didn't noticed much of a difference in recruiting tho.

On AA and Heisman I have had more discipline problems, a harder time recruiting (assistance isn't as good) and more injuries. The injuries are much more prevelant on AA and Heisman and the injuries are more severe. This is especially true with option QBs for me; if I let them take hits I am a whole lot more likely to loose him for awhile. My second season with AF, I went through my 2 best QBs and ended up basically cheating and playing a SS at QB for three games.

I used a cheat code to practice with players in the zone. It turns out that I lost audio commentary because of it so I erased everything and restarted with Alabama on Heisman.
Coming into the 3rd game of the season, I have to suspend my best O lineman for 7 games. ...was advised to do entire season. As you know, Bama's O line was bad this year and this made them even worse. I have to suspend my SS for 4 games before the UT game. Then, get to the bowl game and have to suspend Darby. Was lucky to go 8-4. Was also lucky to not get put on probation.
Go into year 2 thinking I have to get my discipline in tact. Only one player does bad... Darby. Had to suspend him for 5 games until the SEC Champ.
So, to add to what you have said, it not only affects it more, but it affects your best players.
