There are no requirements. You have natural states that your college can get their althletes. There is nothing you have to do.

Absolutely not true...
Pipelines are determined by states in which you have 3 current players...
To activate a state as a pipeline you simply have to maintain 3 players from that state on your roster. They do not have to start, or even see time. Just them being on your roster is enough. This is why it can be important to watch which scrubs you cut. Keeping that 3rd player from Texas on your roster keeps the state active as a Pipeline and makes your recruiting from there cheaper.
There are two advantages. Recruiting is cheaper in Pipeline states, and the players from those states are a little easier to get.

The states that you see highlighted when you start your first season are already determined because of what Duckfan said. The current roster has at least the 3 players needed from that state to have it be a pipeline. So when your and Iowan like myself, it is important to try and get whoever you can every year from that state otherwise my home state wont be a pipeline anymore. And this is tough because it is tempting to look other places.
This is why when you recruit, always start with the home state, then the pipelines, and then hit the future pipelines. Sometimes there are slim pickins, so you may have to settle for some 1 or 2 star recruit to just keep the pipeline active.

What is the point break for maintaining a pipeline state? I have not noticed one. Texas always seems to be 6 points to scout, 2 points for asst. coach phone call whether it is a pipeline or not, (My dynasty is SJSU from CA.)

I would agree, i dont think i have ever seen a decrease in points, but just more interest from those states. It just becomes easier to go after talent from that state if it is a pipeline.

In last year's game, it worked out that if a state was a 3-multiple non-Pipeline, they were a 2-multiple Pipeline... I haven't actually run the numbers yet this year... But if they are already a 2 they won't drop to a 1. Only the home state is ever a 1....

In my Air Force Dynasty, I noticed a strange set-up with different states within the same region having different multiples. Mississippi, Alabama, and Georgia all are 3 points for an assistant phone call, but Florida is only 2 points (these all are currently pipeline states as well).
3 = pipeline only applies if you have less than 60 players on your roster. If you have 60+ on your roster then you need 4 for a pipeline. Note: This really only applies itself during in-season recruiting when you have your full roster.

I have wondered about the 3 or 4 players to make a pipeline phenomenon. Thanks for the clarification.
