Play action is when the quarterback fakes a handoff to the running back, and then passes the ball. This can be effective against players that run commit, or to buy the QB some time (in theory).
In my (limited) experience, play action passes can be risky. Defenders are supposed to key in on the RB, diverting attention from the QB. In Madden, it doesn't seem to work that way, especially if your opponent is manually controlling a DE or LB. Play action passes almost always result in sacks for me, unless there 4 men or fewer pass rushing.
However, if you can manage to keep your QB on his feet, the safties will often get faked out and leave your receivers open.

In order to have an effective play-action pass, you will first have to establish a good rushing attack. If you run for a while, and then do a play-action, the defensive backs will sometimes bite, leaving someone open. Look for zone coverage especially...this is easier (at least for me) to beat with a long ball. Also, dont be afraid to use you checkdown reciever. Even if your longball is covered, dont always try to throw into the coverage, most of the time, you will have a reciever doing a crossing pattern which could also lead to a firstdown...just maybe not a touchdown. You just need to be patient.
*also, practice and get used to using your pump fakes. They can really cause damage if you do a play action and they dont bite then you throw in a pump fake, they will sometimes bite on that.
