I was messing around today trying to figure this out without having to add the text to every layer. Mike and I have been talking about this, and I've finally figured out just how to do it (if you have Imageready).
1st step: Do everything that you would normally do as far as making a sig with a vid in it.
2nd step: Export to Photoshop, just like you normally would.
3rd step: This is for those of you that have just vid sigs and you want to either add a border or add text that stays on throughout the entire vid. Once your vid has been exported to layers in PS, create a new layer at the very top of the layer pallete. If your going to do a border, make a border. If it's text, make it text. Furthermore, if you have multiple text layers that you'd like to stay on throughout the course of the vid, you need to merge those layers. To do that, highlight the layers (make sure they are underneath each other) and press Ctrl + E.
4th step: Export back to Imageready
5th step: Here's how you're going to make the border stay on or the text. In your animation window, you should already have one layer in there, that's your first layer. Take the border layer (or the text layer) and make that the 2nd layer. Now, lock all the layers and make the layer containing the text or the border visible. Bingo.............go on adding the rest of the layers and the border or text will be on each of the layers.
Hope this helps somebody. I'm just glad I figured it out lol.
