The idea here is to force them to throw before they want to and not allow the QB to scramble. The LBers should be manned up on the guys running drags, thus successfully defensing any quick throws to the drag. By the time the receiver breaks free, the safeties should be getting to the QB, thus forcing a pass down field or to the flats. You can't defend everything all the time and this leaves you very vulnerable, but if you suspect it is coming, this should stop it. Keep in mind that allowing 2-3 yards on a drag is a win. So if they do catch it, tackle them immediately and chalk it up as a victory. Not many people will stick with a play that only nets 2-3 yards each time.
I like to user the FS when I do this and if I see the receiver break free on my side I will break away from my blitz to cover that receiver, thus giving my SS more time to sack the QB and putting me in a position to make an interception.

P.S. I should mention, you can do this from any formation. I just prefer the 3-4 cuz I see this alot out of compression sets.
